High View Development Continues to Change Parcel Plans

The High View at Boulder Creek development off State Route 260 in Camp Verde has gone through multiple town meetings to refine and adjust the proposal since it was first approved in May 2019. 

Located at 3901 W. SR 260, the Boulder Creek Master Plan provides for a mixed-use project incorporating residential, commercial, retail and lodging options. The original zoning for the lot was a mixture of rural residential, 2 acre minimum lot size, and commercial. Industrial zoning was added in February 2021. 

The proposed site plan includes a cannabis facility, an unspecified U.S. Department of Defense facility, RV storage, an RV park, apartments and a Sprouts grocery store, along with other retail and restaurant establishments. The development will also include 480 single-family homes and 400 to 600 multifamily housing units. 

According to the staff report presented by thenCommunity Development Director Melinda Lee, there were only two adjacent property owners within 300 feet, rancher Andy Groseta and the Prescott National Forest. 

At the Planning and Zoning Commission meeting on Oct. 7, 2021, Groseta stated his concern that odors from the marijuana cultivation facility might affect the residential uses of neighboring properties. Staff also expressed misgivings about the odors, security requirements and proximity to multi-family housing and a DoD property that the grow facility would cause. Some thought the facility would attract criminals.

The applicant, Jeremy Bach, has owned the property since 2015. 

During a special session of the Planning and Zoning Commission, the commission turned down the applicant’s request for a zoning map change to allow for a medical marijuana cultivation facility by a 5-1 vote, with past chairman Mike Hough in favor. 

The Camp Verde Town Council approved three final site plans, including those for Zane Grey Mini Storage, Zane Grey RV and Boat Storage and Dead Horse RV Repair and Sales at its Dec. 7, 2022 meeting. 

On Jan. 19, the Planning and Zoning Commission heard a request to modify two existing parcels from industrial and commercial to three parcels zoned medical marijuana and commercial. 

Groseta requested a sufficient wall be built as a buffer between their adjacent properties. He stressed that he was all for development in Camp Verde but he wants the property to be buffered. 

The state of the marijuana facility is unknown at this time.
