Clarkdale police arrest barricaded man after standoff

Clarkdale Police Department arrested a man, later identified as Joshua C. Germain, 32, of Cottonwood, for aggravated assault and kidnapping per domestic violence following an hour-long negotiation in the Centerville area of Clarkdale in the afternoon of Monday, Aug. 29.

Germain, considered armed and dangerous, surrendered to police peacefully after about an hour of communications with the crisis hostage negotiator.

Germain is suspected of allegedly punching his ex-girlfriend and preventing her from leaving a storage unit. The victim sought treatment for her injuries at Verde Valley Medical Center and is expected to make a full recovery.

VVMC staff alerted Clarkdale police, who located Germain outside a residence in Centerville.

Upon contact, he allegedly fled into the house with two other individuals and refused to exit. The two individuals were safely removed from the house and after negotiations, Germain exited the house and was taken into custody without further incident.

Germain was taken into custody at 2:50 p.m. and charged with aggravated assault and kidnapping per domestic violence. Prohibited possessor charges are pending.

While Germain was barricaded in the house, police evacuated neighboring residences for safety.

Clarkdale police were assisted by Cottonwood Public Safety Communications Center, Jerome Police Department and National Park Service Police. Verde Valley SWAT unit was on standby.
