
The Cottonwood Police Department recognized Ely Bayne and Kelsey Jacobs for graduating the Civilian Leadership Institute the first session ever held in Arizona, hosted by Scottsdale Police Department, and the two were presented with their wards on Tuesday, Nov. 18.
CLI is a five-month leadership development program designed for civilian public safety professionals who are current or aspiring supervisors and managers. Through interactive, bi-monthly sessions, participants build essential skills in:
▪ Leadership styles & self-awareness
▪ Managing difficult employees
▪ Emotional intelligence
▪ Team building & collaboration
▪ Conflict management
▪ Effective communication
This program goes far beyond traditional training. It challenges participants to grow personally and professionally, identify their strengths, push past self-doubt and develop the confidence needed to lead in today’s demanding public safety environment.
Ely and Kelsey trained alongside civilian professionals from agencies including AZDPS, Phoenix, Mesa, Surprise, Buckeye and Scottsdale police departmetns, CPD and agencies from California — gaining valuable insights, practical tools and meaningful connections with leaders from across the region.
The two represent the future of CPD, and the department looks forward to the impact they will continue to make in our organization and community.
