
The Camp Verde Town Council unanimously awarded two bids related to the Sports Complex at its regular meeting on March 18.
The first was a bid in the amount of $701,448.75 to Pronghorn Services LLC for the installation of the remaining irrigation improvements at the complex.
Reclaimed water is currently conveyed from the town’s wastewater treatment facility to a storage pond southeast of the facility. The primary need for this water is irrigation at the sports complex. Currently, water is pumped from the storage pond through a temporary above-ground pipeline to a connection point with an underground reclaimed water line that serves the complex’s irrigation system.
This request includes the final major construction components needed to complete the irrigation improvements to the complex. The contract includes the excavation of a new 3.3 million gallon reclaimed water storage pond, installation of underground piping to convey water from the pond to the new pump building, installation of piping from the pump building to the existing reclaimed water supply line currently serving the park, construction of a retaining wall east of the pump building and electrical and communication system improvements.
After these improvements are completed, staff will start filling the new pond and start up the new irrigation pump system.
CIP Project Manager Martin Smith clarified that the pond is primarily a storage vessel for reclaimed water and is technically on wastewater property, not the park. While trails run by it, they are not advertising the pond as an amenity. He said he does not believe it will become a breeding ground for mosquitoes due to the turnover of the water and that aerators will prevent it from going stagnant.
Walkway and ADA Parking Improvements
The council also unanimously approved a bid in the amount of $609,855.24 to Tierra Verde Builders for walkway and ADA parking improvements.
Smith said the installation of the concession stand was needed prior to these improvements, and is now in place and complete. While it’s fully functional, it will remain closed to access until the walkway is in place.
The town received eight bids for the installation of the concrete walkway and ADA compliant parking improvements. This work will include the placement of concrete from the existing curb from the parking lot to the promenade, surrounding the concession building and extending east to a point between the baseball fields, as well as installation of a new concrete curb, sidewalk and Americans with Disabilities Act-compliant parking slab.
Staff recommended awarding the bid to Tierra Verde Builders who had the lowest accurate and complete bid. Its bid came in at nearly $610,000 while the highest bid was almost $1 million. Smith said that the actual cost of the work is around $487,000 and he foresees a large portion of that coming back unused.
Smith said construction may start within the first two weeks of April and the contract time is 60 days, so he imagines by the end of June the walkway will be complete.
Once the contractor is mobilized, they will likely fence off the area and put locks on the exterior doors for the dugouts. The two baseball fields will need to be accessed from the sliding gates on the far east side.
While construction is ongoing, the promenade area and walkway to the parking lot will be off limits. Temporary parking will be allowed.
